The United States of America is a large country consisting primarily of fifty States. Each State and region has a unique history and culture and therefore their communities have developed quite differently. The course will look at community governance in various cities in the USA from a number of perspectives. For example, the New England Town Meeting, still found in the States of the northeast but is unknown anywhere else in the nation. By the same token, the French culture of Louisiana has left a mark on that area, as can be seen in the city of New Orleans. We will look at the legal structures that undergird them, the operations of their functional areas, how local governments interact with the wider community and, finally, how leaders move cities forward.

Dean Shankle is the administrator of Town of Hooksett, New Hampshire and acts as general manager of the municipal corporation. He received a master degree and a Ph.D. in public administration from the University of Massachusetts of Amherst. He has long been a lecturer and a Senior Research Fellow in Southern New Hampshire University. Dr. Shankle also served as Fulbright scholar to Academy of Public Administration of the President of Moldova in 2006-2007 and undertook many research projects entrusted by US and international agencies including USAID and UNICEF. Dr. Shankle¡¯s filed of study includes public policy analysis, public administration and historical political theory.
